E3 was founded in 1996 by the Oregon Business Council. E3 has pursued its mission to improve student learning and achievement through a variety of programs focusing on helping schools improve their practices, advocating for high standards, and building partnerships between employers and schools. is currently working with its business, civic and agency partners on several education reform initiatives including the Education Budget Redesign, Oregon's National Career Readiness Certificate and the Oregon Proficiency Project.
Education Budget Redesign. Governor Kitzhaber has launched a bold initiative to revamp Oregon's education budget process with the goals of improving transparency, eliminating barriers across agencies and focusing on outcomes. E3 has been asked to take a leadership role in this endeavor with Duncan Wyse, our Executive Director, serving as the head of the Governor's Education Investment Team Budget Work Group.
Oregon's National Career Readiness Certificate. Oregon’s National Career Readiness Certificate (NCRC) program was officially launched in January by Governor Kitzhaber and over 100 key public and private sector leaders. The Governor has identified the NCRC as one of his administration’s key workforce development strategies. The program has evolved from a regional pilot phase in 2009-10 to its current phase of early statewide implementation.
The Oregon Proficiency Project. The Oregon Proficiency Project is an outcome of E3’s policy work over the past several years, which has included producing seven white papers that point to specific governance, curriculum, data, budget, and delivery system transformations that have the power to significantly improve the quality and productivity of public education in Oregon.
